The problem with brake fluid is that there is no time limit on it becoming hygroscopic, but manufacturers have recommended most of the time a two yearly interval for changing, some now I believe have moved to a three yearly interval.
At any point when a tester looks through the reservoir the colour of brake fluid can look brand new, but will to some degree contain moisture and contamination, so, how is a NT Tester expected to interpret the new Testing Regulations?
It appears to me that the run of the mill vehicles we see each day in the real world with have a typical DOT brake fluid installed in the braking system, and experience has shown over years what visual colour it looks like, so how would DVSA want a tester to interpret the contamination?
In my own words I have absolutely no idea!
But my take on it would be this;
I am expected to have a minimum of four years experience working on the vehicles that I want to test, this experience might be backed up with some types of qualifications from recognised training, i.e. City & Guilds. I am expected to use my experience when making a judgment call regarding a pass or a fail decision, so, my training tells me to first think about what the vehicle manufacturer has fitted into the brake fluid system, i.e. DOT brake fluid, then my understanding when I see that fluid in the reservoir shows it is a clear looking fluid, this tells me that some contamination will be present, but then my experience kicks in and tells me that because the DOT brake fluid is not heavily soiled, i.e. contaminated with wear and tear from the braking system components, then I must conclude at this time that the fluid might have contamination present, but I am unsure therefore if necessary I would have to pass and advise at this time.

I quote from what I'm seeing on my current quest to replace my estate. I have two Vauxhall Zafira's in the yard failed on emissions - both 08 plate neither have done more than 70k. One has turbo dipping oil from hot side down the exhaust - other one has the DPF cut out. Both are owned by young families with lots of kids (have the need for a seven seater). Both are on HP. Both the owners are working hard in low paid jobs. Doing the best they can - but they can't afford the repairs. We have six diesels badly fail on emissions this week. Truthfully listening to the owners - it has touched a nerve in me! I don't have a lot of time for people who don't or won't work. But it has given me no pleasure to pass on the news to hard working young families.

We haven't had any major issues with the changes yet, no major failures, that said we have been lucky to have had a run of pretty decent cars in. That said we do get a fare share of absolute shit in for test, including a couple I can think of that have had the dpf cut open and welded up again.

My commercial Defender went through on Tuesday. In truth, the work was all put-in by myself (fretting somewhat) beforehand, and I caused the only "Minor" on the sheet by repairing a track-rod gaiter on one end, and slightly tearing the opposite end gaiter. Doh...
As soon as I got home, and had a cuppa, I went out, fitted a new gaiter to the "Minor" point, and then phoned local Lady and family up, "He's ready." Yes, I'm sorry to say that my Defender has gone to a new home, but it's local, so not too distressing.....
Speaking with the tester after the MoT, he had to Advisory the engine oil-leak this time, even though it was fixed and just some residue was present under the oil filter adapter housing (O-ring on the thermostat bulb housing had hardened). He explained that he was just covering himself for the new regs, and I explained that I understood perfectly well.

From what I understand it’s all to pot at the moment between the inspection manual and the actual selection items during entering results
Things like beam image not being there to select
Brake hose ferrules no longer an test item
Can’t select brake application uneven
And a host of other items
