So since fitting a new filter and SCV, you also changed the glo plugs…,
Were they oem spec / Toyota supply or trade outlet?…
My money is on glow plugs,….,Check the voltage and current draw on start up…,

Denso glow plugs fitted which I believe are oem spec. Glow plugs are on a bus bar, 13 volt reading with ignition on and at a guess this voltage is applied for around 30 seconds. Glow plug resistance is 1.5 ohm on each glow plug.

As chippie says, you need to monitor the current draw on each glowplug during the glowing-phase (i.e. when they are first turned-on). You are looking for around 20Amps apiece, and you need to confirm that all four are working, by using a current-clamp around the supply to each glowplug. This might mean making a pseudo buzz-bar using heavy-gauge wire to each plug from the main supply wire into the usual buzz-bar, such that you can get a current-clamp around each wire to monitor what is going-on.
Modern glowplugs cannot be assessed by resistance alone, as many are run as "smart plugs" by a dedicated controller. This gives them a longer life, and makes them more useful during post-start emissions-limiting cold-running.
