Since all these changes to the regulations have been coming in on the odd vehicle I have noticed that the headlamp leveling device on some headlamps have not been working, either both headlamps or just a single lamp, however today I actually stopped and thought about the wording of the regulation! You see we have never tested these before and were always told to test as presented, so wherever the headlamp level control was set we used to test at that position. In the past using the new reg's I've failed a couple of vehicles where the headlamps leveling control did not operate the headlamps at all, so to me that was fine because the headlamp leveling control was not working, but I always thought it was the headlamps that were not working, are you with me up to this point! So today I have a Micra and one headlamp was not working when I operated the headlamp leveling control, so I made my note and at the point of entering the test results I was met with this statement from the regulations, which I have never looked closely at previously; I can see that it appears a bit small but if after posting it cannot be read I'll try and expand it.
Basically it says, headlamp leveling device;
Inoperative - major
Cannot be operated from the drivers seat - major
Now that is what struck my eye, the headlamp levelling control cannot be operated from the drivers seat!
It reads to me then that the actual fail is the operation of the levelling control and not the headlamps?

Can you reach the control for the levelling device from the drivers seat? Yes, great. No, fail.
When testing the control for the levelling does each headlight beam image move up or down? Yes, great. No, fail.
I've failed quite a few since this was brought in.

Yes but are you seeing the understanding of the wording? Incidentally, nothing actually can FAIL, we can only now say that the vehicle has a MAJOR problem if the testers do not want to pass it. I think all this wording came about with school kids who could not pass exams, failure is not an option, you therefore just 'refer' to it again

It's pretty simple to me.
If one side isn't working add the relevant info via drop down box or additional text.

Interestingly I'm seeing it differently, you see I'm seeing it as a headlamp levelling device. That device is something used to alter the level of the headlamps, therefore if one headlamp moves up and down and the other does not, then the headlamp levelling device (that'll be the rotary control) within the drivers reach will be functioning as intended, but one of the headlamps might not move as expected, which is an alternative defect the way I'm now reading it.

In the case of a xenon headlight the it’s auto levelling?
Mrs Seat Leon has OE LED lamps that swivel to dip? They must also be auto levelling?
No longer are all cars twin filament.
