What is a HL LEVEL CONTROL FAULT? came up on a MOT advisory?

What is a HL LEVEL CONTROL FAULT? came up on a MOT advisory? Been an addition to MOT testing recently - if the little numbered wheel on your dash - does not adjust the height of you headlights - your car fails the MOT - (Normal problem is motor failure inside the headlights). This goes with the new early abort of MOT testing for - doors not opening (including fuel flaps). Another garage near us - tested a VW - aborted MOT due to a door not opening - replaced the deadlock motor at a cost of £400 - to find the car smoked too much and was scrap. Very bad new rules - at least a complete test gives the customer - the complete list of failures - step back this one - both for garages and their customers.

It's not quite that straight forward regarding doors not opening. The front passenger's and driver's doors of a passenger carrying vehicle must open from both the inside and outside using the relevant control. The rear passenger's doors must open from the outside relevant control only, this is because of child safety locks, however, this is where it gets sticky;
If any door can be opened either from inside or outside using either of the relevant controls, but one control of that door is malfunctioning, then the test can be carried out. The end result is that a refusal document is then issued because the said door control does not allow the door to open from the relevant control. These things are difficult to get ones head round but there is more to the test standards than basics of reading the rules, interpretation is a key understanding of them and how to use them.
So in conclusion;
Provided each door can be opened the test can be carried out, the outcome is such that the vehicle will fail the test if a relevant control of a door is malfunctioning.

Don’t do many MOT s now , but my understanding is headlamp level device needs to work now.
Is it an manual advisory?
Worth checking the manual ( which anyone can do)
How ever the recent changes this year Some times do not directly relate to the mot criteria when picking an item on the “live” test

Headlamp level control not working is a fail since 20th May last year

I've failed several for not working.
On the subject of aborting and doors not opening, ideally these should be picked up on the quick precheck and the test not even registered.
