Probably too dangerous to use as it is, Spud!
A chainsaw has to behave itself, you cannot take chances with idle speeds, brakes, cut-offs, etc.
Is the fuel supply blocked? A Stihl ought to be happy on a 40:1 2-stroke mix (plenty of oil to keep things moving inside the crankcase), but high idle speed would point to a lean mixture - most likely either a blockage in the fuel line (or an air-leak into the the fuel line) from the fuel tank, or maybe even a blockage inside the tank itself. It isn't unknown for a clumsy operator to not clean around the fuel filler before opening it, meaning that sawdust accumulates inside the tank.

there is no break on it at all I was told what screw to adjust to get it to tickover but it made no difference don't need or want it to be honest but don't know if I should sell it on id hate for someone to hurt themselves with it half tempted to donate it to this place www.oakhamtreasures.co.uk/

I reckon a museum would love to have one of these "recent historics", or otherwise maybe a chainsaw collector that needs a semi-working 031 AV.
