This is going to be very "interesting" to watch. The plan seems to be to separate openreach to create another company within the BT group. How much autonomy and independence this will give Openreach remains to be seen.
It also answers some of the criticism of the other ADSL/Fibre suppliers (Talktalk and Sky being the largest) that their biggest supplier (Openreach) and their biggest competitor (BT Retail) are the same firm. The competitors wanted Openreach spun off as a totally separate firm, but they haven't been given that.

It will also be interesting to see how this affects the tendering process for new fibre links to communities by Openreach, as it appears to be BT that sticks its foot in the door of anyone else being able to tender; once BT have an "interest" in an area, it precludes funding passing to another body, which is currently a big, big issue for our area (we believe that we have just been scuppered by this). It doesn't matter that BT then doesn't deliver on the deal, either.....
