When i was a lot younger there used to be a local guy working out of his garage who used to repair fuel tanks.
I was convinced he would end up blowing up the street. He never used to steam clean or wash then out.
His method was to stick the tank neck over the exhaust of his old V4 transit, leave the van running for half hour then stick a rag in the neck and weld/braze/cut them allways worked as he never blew us up.

we used to get loads of drums when i was plant fitting, every now and then we would chop one in half with the gas axe to drain oil into. A lad got one put the torch on and there was an almighty bang, the top of the drum blew off and shot down the workshop like a discus. fortunately apart from singed eyebrows no one was hurt. turns out the drum had been used for meths.
