The first thing to check is the designed capacity of the tank?
Second is the accuracy of the gauge?
There should be a plate somewhere stating capacity, CFM and working max pressure?
Then consider the effects of the tank rupturing sending debris into your eyes if you overload the system should you uprate (rather than repair) the pump.

The inlet / exhaust valves are usually a piece of springy stainless steel- piston goes down in the bore, sucks open the inlet valve, closes naturally piston rises and blows open exhaust.
Maybe not sealing due to crud or broken?

Last year I was given a 12v car compressor on fb (£100+ to buy new), it had had little use, but one of the chinesium valves had snapped off. I made a new one out of a feeler gauge and it's now like new. If it's not fit for purpose you have nothing to lose by investigating it? www.youtube.com/watch?v=e-xzLIyxQY8
