How does the tester determine this? The new test standards on the 20th have already got the provisions in for HID units fitted into standard headlamp shells (Major), but a separate line has this catch-all for almost anything.
I'm perplexed as to whether this is to catch any LED bulb upgrades or not, as the tester is permitted to fail (Major) a headlamp that even still meets all the aim requirements. If this is designed to remove LED headlamps from the car-park, what determines the criterium that the source and unit are incompatible?
