A rear fog light is required on vehicles registered from April 1st 1980 but will not be tested if fitted to an older vehicle.

It may also not be required on some newer vehicles if certain conditions are met , although we in the trade don't really want the public to know about it

I've never really understood why they didn't seem to fit them on Japanese vehicles (think how many had an on ones at import) in the 1990s). Don't they get fog in Japan, or do they get so much they just use brighter tail light bulbs?!!
