It might appear that it has been "jollied-up" for the odd excursion off-road. Which is fine if you are doing 5mph. The worst example I ever saw was a Discovery with a suspension lift and soft springs towing a new style Jaguar S-type on a trailer. The front end was so high off the ground I'm pretty sure you could have swapped the front axle out without a jack or axle stands

The one thing that amazes me is how people will spend hundreds of pounds a year on a mobile phone or coffees at starbucks etc but whenn it comes to their car that they carry their family around in and rely on to get to work etc they dont want to know, those brake pads that are down to the metal or those tyres with the cords hanging out 'they will have to wait until pay day'

Modified Landies can be a bit of an issue.
I'm torn as the owner of a disco that is modified (relatively mildly). I did mine a few years ago when I used to off-road it most weekends and cycle to work. Mine has what I would describe as a fairly balanced set of modifications - in addition to subtle HD bumpers, hidden winch and underbody protection (I don't like the macho look) it's lifted just a couple of inches on the springs with defender sized tyres - so fairly mild compared to some of them. One of the things I did at the same time was to put some different wheels on with a greater (lesser, depending on how you measure it) offset - not spacers - to widen the stance significantly and try to negate the raised CofG. The springs are also still fairly stiff. I've never been a boy racer and the disco wasn't a sporty handler to begin with but since then I've regarded it as a trundler and accepted that it needs to be driven more gently.
It's been off the road for a year awaiting a new chassis but we really miss it is a family friendly vehicle, especially with a toddler. A three seater 90 and a mini don't really compare! I'm considering lowering it when I eventually do the chassis.
I don't want an anti modified vehicle nanny state as I've enjoyed modifying my disco and I think I've been safe about it but some of the towering blancmanges I see being driven around far too quickly do make me wince. As mentioned previously about people spending money - they often have expensive LED lights but little spent on general maintenance.
A classic case of "I want laws regulate idiots like them but not idiots like me!"

So we conclude...
The MOT test is the minimum standard required for use on the British highway.
4-2-2 testing is not a good idea.
Every time I service a car and advise safety related repair work. Most customer's just look at me like I am trying to "rob them".
Some customers cars we get, never get a regular trip to the garage for servicing. The only inspection they get is an annual MOT test. This is a fact...
A few of my customers only come to our garage when the car grinds to a halt or something falls off it preventing use. This is a sad - but a true statement.
I have fought 4-2-2 testing, when anybody mentions it.
My local MP, when I spoke to him on the subject, cannot understand my wrath. He thinks everybody drives a new car and all problems are resolved when it is serviced. He has never (by his own admission) ever had an MOT failure in living memory. Listen to this... He changes his car every two years! I doubt he has ever entered a car over three years old for MOT testing.
I wish I was as articulate as Valhalla (but I am not).
Sadly I just look like I am trying to find extra paid work (income). Not resolve safety related issues with customer's vehicles.
