I remember about 1970 they tried NOT changing the time so it stayed at summertime all through the winter. It was an experiment and they decided not to continue mainly because children were walking to school in the dark. I don't think that would be the case nowadays because children go to school by SUV or bus. So there is no reason not to try it again. I preferred it because I tackled driving in the dark while I was still fresh in the morning, rather than driving home in the dark after a hard day.

There have been quite a few cases of people suggesting this (sticking with BST all year, or even BST +1) the most recent being a private members bill just a couple of years ago. He main reason being to make it safer for children walking home from school. (There seem to be far fewer accidents in the morning gloom than evening gloom)
When they tried it in 1968-70 it was thought to have saved a couple of thousand lives each year of the experiment. They only stopped it because of lobbying from Scottish agricultural groups.
The Royal Society for the Prevention of Accidents is a bit more conservative, but currently estimates at least 80 deaths and 212 serious injuries could be saved a year (this might be because fewer children walk to school now?) if we went back to the 1970 system.
I think it's mad that we still switch.

We should stick with gmt all year round, so mid day is actually at mid day. Then just make office hours 8 til 4, or even 7 til 3
