If I am reading the replies correctly, my opinion is that where cat efficiency is questionable because of either a software update or ECM PROM chip that cannot be altered, but is proven to be causing emissions problems, then I think the customer should not have to pay for that, its not a broken worn part, its a manufacturer problem from the design table and they should resolve it.

Agree, you wanna try telling Toyota that? Took them long enough to accept they had duff pistons in the engines then agreed to replace the short block on 'some' engines which they 'deemed' to have excessive oil consumption and that was hard enough for some owners like jumping through hoops. Take VW as an example you think they are going to willingly come out and say "er hey guys we have a problem, we ballsed up so we'll fix it for free" remembering all the dealers are in fact franchises NOT Toyota themselves so as a franchise there sole purpose is to make wonga $$ they will try to get away with it for as long as they possibly can............ and they will not be willing to take up space in their workshops for something not making them monies...... The T25 problem specifically was the deduction of various forums and many many DIY'rs pulling stuff apart to come to certain conclusions all which lead to the same suspects but trying to put that to a big corporate to show their own engineers have flaws they are never going to accept. There was a TSB I had for the P0420 and detection parameters too tight in certain Toyota models whereby it did in fact say this was the resolution; ecu replace, cat replace but did not say it would be done free.
